business case for major arterial road upgrade
GTA was engaged by a NSW state government agency to develop a strategic business case and economic appraisal in support of a major arterial road upgrade. The project involved capacity upgrades and intersection re-configurations along a congested metropolitan corridor and was classified as a Tier 2 project based on Infrastructure NSW’s assurance framework.
GTA prepared a strategic business case in compliance with Roads and Maritime Services, Transport for NSW and Infrastructure NSW’s guidelines. This included developing the problem statement, options assessment and economic appraisal as key inputs to the strategic business case. Value management and benefits mapping workshops were also conducted with key stakeholders.
The complexity of the project included various design and staging options requiring a combination of quantitative and qualitative assessment tools to determine the investment priority. GTA developed an options assessment framework which clearly structured the hierarchy of the options in terms of strategic responses, design solutions and staging considerations.
