Jam Factory - 500 Chapel Street

The Jam Factory centre in Chapel Street is set to become a new district in South Yarra as part of a comprehensive proposal to redevelop and revitalise the site. The Centre currently consists of approximately 20,000m2 of retail and office space, with parking facilities for roughly 970 vehicles.

The proposed redevelopment will transform the site into a new precinct for locals, visitors and workers to shop, dine, work and relax. The development will be supported by increased car parking facilities as well as the introduction of bicycle parking amenities.

A multimodal transport solution to facilitate access to the site was prepared. Although the surrounding road network experiences significant traffic congestion during peak times, nearby public transport services as well as excellent cycling and pedestrian facilities mean that the centre is accessible across several modes of transport. To support this, GTA prepared a complete transport impact assessment to identify development responses and opportunities to manage the transport impacts of the development.

The transport impact assessment took consideration of the following:

Public Transport Impacts - An assessment of the additional patronage generated by the development to the surrounding public transport network, including average number of additional passengers per train, tram and bus service during the morning and afternoon peak hours. To complete this GTA was required to calculate the trip generation by mode (rather than just the traditional vehicle trip generation calculations) for all uses during the peak hours.

Truck Lift - Detailed assessment of the operation of the proposed truck lift system that provides access to the services area. The proposed system is only provided at one other location in Victoria and as such, GTA staff inspected the existing system multiple times and liaised extensively with the product provider to obtain a thorough understanding of the system.

Mitigation Measures - The assessment identified a series of “Development Responses” – being the proposed works and improvements to be delivered as part of the development by the Applicant – and “Precinct Opportunities” – being other potential works and improvements to be explored further by Council and the relevant transport authorities as part of the overall precinct wide transport response.

GTA is currently working with various government authorities, including Stonnington Council and Transport for Victoria (representing Public Transport Victoria and VicRoads).
